THE MINUTES OF THE SPECIAL GENERAL MEETING HELD ON AUGUST 08,2021 AT 11.00 AM.ON VIRTUAL ENVIRONMENT.

President, Sri Susil Kr. Chaudhuri, initiated the meeting welcoming all residents of FE Block in the SGM being held in virtual mode. He mentioned that the new Executive Committee has started functioning from July 12,2021 when we are just past the torrid impact of the second wave of Covid-19. Though the present situation is challenging, he assured all that the new EC will work with all sincerity and effort to meet the common goal of community well being set forth by the residents with their help and support.

He extended his sincere thanks to the outgoing committee, specially the office bearers and other EC members for their work in the pandemic situation.

He then requested Secretary, Dr. Pallav Bhattacharya to deliberate on the details of the plans and programs concerning Puja, Sports, Cultural programs etc .for this year. He also requested the Treasurer, Sri.Atanu Bagchi to present the Budget and related issues. He also requested the members/residents to come forward with their suggestions and advice.

Secretary Dr. Pallav Bhattacharya began his address by requesting all to stand up and observe a minute of silence to offer condolences to the departed souls of our Block in the recent past. Then , he said today, 22nd Sravan, is a memorable day and he offered his Sraddha and Namaskar to Rabindranath Thakur. He also mentioned about the excellent news of gold medal in Olympics which was all across the print media this morning.

About the mode of Puja celebration Dr. P. Bhattacharya said that it will be conducted according to the guidelines of the government in hybrid mode – i.e. there will be pandal and idol but entry will be restricted to residents of the Block only. This is to be guided by the evolving scenario and subsequent government advisories.

Live streaming of Puja rituals will be arranged like last year. Sri Debasis Chatterjee suggested that batches of 10 residents be allowed at a time inside the puja pandal since no one was allowed last year except the Committee members. Sri Kallol Dutta and Sri Gautam Ray reminded that there was a Court directive last year. Secretary Dr. Pallav Bhattacharya said Puja is Sarbojanin. We have to follow the government instructions and deal with the pandemic situation in a responsible way.

Regarding subscriptions, Secretary Dr. P. Bhattacharya said that we are thinking of reducing the Puja subscriptions to Rs 800/- . However, since our income from Hall Booking and Advertisements etc have decreased, we are thinking of increasing the Annual subscription to Rs 1000/-. This is particularly relevant in the light of added activities like vaccination camps, an upcoming comprehensive health care infrastructure and its upkeep etc

At this point Sri S Roy Chowdhury said that though he concurred with the logic, the matter of subscription should be placed in the Annual General Body Meeting, because to be a member Annual subscription is compulsory but Puja subscription is not. Sri Prithwijit Roy also spoke of waiting till AGM. Sri Manas Ghosh mentioned that the Puja subscription and the Annual subscription is decided in the Special General Body Meeting only, this has been the prevalent practice in our Block. Then Sri N.K. Basu, Sri Gautam Ray, Sri Hirak Sen; Sri Kalyan Mukherjee and others offered their views. Most of them suggested an increment in membership for smooth functioning. After an elaborate discussion, Secretary informed that though some had favored Rs 900/- as Puja subscription, the appeal is for a consensus in favor of Puja subscription as Rs 800/- and the Annual subscription Rs 1,000/-. This is concurred with by the house.

Treasurer Sri Atanu Bagchi presented the budget and details of fund availability etc.the brief details are as under.

For Durga Puja, Lakxmi Puja, Kali Puja and Saraswati Puja the consolidated budget will be around Rupees 12.50 Lakhs. Total collection was aimed at Rupees 13.30 Lakhs. Since the Pandemic condition still continues in our Country this year also, Puja celebration had to be further scaled down considering grave economic situation and abnormal price rise of commodities. Additional cost also to be incurred to accommodate Covid appropriate norms during the entire festive session.

The Secretary proposed the names of conveners and joint conveners of Puja sub-committees, which is appended as attachment 1 to this MOM. The conveners and joint conveners will be requested to form their respective sub committees from the members of the Block. This was approved by the House.

Thereafter Dr. P. Bhattacharya discussed about the Miscellaneous Affairs. He said that the new committee is focusing on facility and home based elderly care. Lane based WhatsApp Group has been created. The office of the Block Association would start functioning regularly 03 days in a week.

At this point Smt Tania Basu, daughter of Smt S. Biswas of FE-229 mentioned in detail of their acute difficulties arising from the unhealthy lifestyle of the occupants of the two slums on either side of their building. Thereafter a long discussion took place on this matter in which Sri Basab Basak, Sri Kallol Dutta, Sri Indranil Aich, Sri Debasis Chatterjee , Sri Hirak Sen and others joined. Ultimately, Secretary Dr. Bhattacharya assured Smt Tania Basu that Block Association will do its level best to resolve the issue based on their limitations. As the Association is not enjoying any executive power like Police or the local Municipality.

Secretary invited all residents on the flag hoisting ceremony on 15th August at the Community Centre ground, observing Covid Appropriate behavior.

There being no further issue to be discussed Secretary requested President to conclude the meeting. President thanked everyone for their participation and valuable opinion in the meeting.
